Executive Management Team

Doctor Oates Computer Systems (DOCS) (otherwise known as SOAPware, Inc.) is led by its founder and President/CEO, Randall Oates, MD. Our Administrative Leadership Team consists of Dr. Oates; David Powell, Chief Financial Officer; Kyle Rogers, Chief Technical Officer; and Don Butcher, Chief Operations Officer.

Randall Oates, MD

President & CEO

Dr. Oates practiced family medicine in Northwest Arkansas for 26 years. He founded and now serves as the president of Doctor Oates Computer Systems, Inc. (DOCS, Inc.) that is the developer and distributor of the SOAPware EHR, myHEALTHwareTM, and DOCS CPR Services. Over the years, Dr. Oates has become widely recognized within the field for his dedication to the ongoing development of health information technology designed to empower physicians deserving of patient’s trust. Dr. Oates’ efforts have focused on assisting medical practices transition from outdated systems and processes to fresh and timely new models that focus on collaborative care to empower the doctor-patient relationship.  For example, he was on the Founding Board of TransforMED, the highly respected subsidiary of the American Academy of Family Physicians (AAFP), empowered to facilitate practice transformations to PCMH.

He has been very much a part of cutting edge change management processes at literally thousands of practices. His goal is to promote a grassroots transformation of the healthcare system into one which returns the focus to better-serving patients.  Serving in multiple roles, he has been able to not only facilitate practice transformations, but has also served as a liaison to payers, to large health systems, and was honored to serve as an ambassador to assess patient-centric care in several foreign nations.  Most recently, Dr. Oates became one of the first in the nation to receive the esteemed PCMH Content Expert Certification offered by NCQA (National Committee for Quality Assurance).

David Powell


David has been in the electronic health record industry for over 20 years, and was a member of the initial SOAPware, Inc. startup group. After graduating from the University of Arkansas with a B.S. in Business, David worked for Dillard’s Department Stores as a Merchandise Buyer and later, he became a Store Manager. His last store management assignment with Dillard’s was interviewing and hiring 175+ employees to open and staff a new store in North Carolina. After joining SOAPware, David handled all business aspects of the company. Currently, his areas of responsibility include the Financial and Human Resource side of the company. David enjoys traveling, golfing and taking care of his rescue dogs.

Kyle Rogers


Kyle earned a B.S. in Computer Science from the University of Arkansas, and currently serves as the Chief Technical Officer for SOAPware Inc. With over 15 years of experience in the software development industry, Kyle has previously held positions at IBM, MCI, Acxiom, and H. Walker, Inc. Kyle is an active member of the University of Arkansas Computer Science / Computer Engineering Advisory Board, and a past member of the NW Arkansas Community College Computer Information Systems Advisory Board. Kyle resides in Fayetteville with his wife Amanda and two sons. He is involved with youth athletics in the local community and spends the rest of his downtime in high elevations climbing mountains.

Don Butcher


Don holds a B.S. in Management from Embry-Riddle Aeronautical University and a M.S. in Organizational Development from the University of Phoenix. He has held ASQ Certifications as a Quality / Organizational Excellence Manager and a Certified Quality Auditor. Don has a diverse background with over 30 years of leadership experience in organizations such as the United States Air Force, FM Corporation, Northwest Arkansas Community College, La-Z-Boy Chair Company, and The Soderquist Center for Leadership and Ethics. His expertise extends from a wide variety of positions including: Training Director, Quality Manager, Continuous Improvement Manager, Production Manager, Business Development, General Manager and Vice President. Don’s expertise include: Organizational and Process Improvement, Lean Enterprise Development, Strategic Planning, Team and Leadership Development, and Project Management. Don and his childhood sweetheart, Mary Jane, have two married sons with three granddaughters. He loves to spend time with family, golfing, fishing, and riding his motorcycles.
